As it is probable that, with an increase of

European population, it will be necessary to establish a Fost

Office at Wei-hai-wei (on the Island of Leu Kung), I should be

glad if Your Excellency would inform me whether any arrange-

ment can be made for the Colony under Your Excellency's Go-

vernment in the first place to furnish the stamps required

for use here, and, if so, what would be the procedure to adopt

in obtaining and accounting for the same.

2. If, when the time comes, it would be possible

for Your Excellency to lend a subordinate Post Office Official

to start the office here, which would be on a very small scale

to commence with, I should be under a great obligation.
